Matthew T. Clarke serves as the Associate Director of the Soldier Effectiveness Directorate (SED) within CCDC – Soldier Center. Mr. Clarke was born in Groton, Massachusetts. He received a Bachelor of Science in Biomedical Engineering from the University of Pennsylvania and a commission through the Reserve Officer Training Corps (ROTC) into the United States Army Corps of Engineers. He holds a Master’s Degree in Acquisition Management and Contracting from the Naval Post Graduate School, Monterey, CA. He retired from the Army after 30 years of service.

His initial assignment was as a platoon leader and executive officer in the 12th Engineer Battalion, 8th Infantry Division. Upon completion of the Engineer Officers Advance Course, he served as an assistant operations officer and adjutant in the 43rd Engineer Battalion, 36th Engineer Group. He commanded Charlie Company in the 43rd Engineer Battalion in the Gulf War and Central America. Colonel Clarke served as an instructor at the United States Army Infantry School prior to his transition to the Acquisition Corps.

His acquisition and contracting command and staff positions include: Chief Small Arms Division, Directorate of Combat Developments, United States Army Infantry Center; Chief Direct Commercial Contracts Division, Defense Security Cooperation Agency, Procurement Officer/Chief Contingency Contracting Officer, Contracting Division, United States Army Forces Command, and Product Manager Individual Weapons within PEO Soldier.  

Colonel Clarke joined PM FCS (BCT) in July 2006 serving as the Chief of Training Integration and the Integrated Phases, Simulation, and Test (IPS&T) IPT Government co-lead. In August of 2008 he transitioned to the Missile Defense Agency (MDA) serving as the Assistant to the Director MDA - Europe.

Mr. Clarke served as the Military Deputy for the U.S. Army Research Laboratory and the Acting Director for the Human Research and Engineering Directorate in 2014. He served as the Commander for the Simulation and Training Technology Center, a subordinate of the Human Research and Engineering Directorate from June 2012 until March 2014. After retiring from the Army, Mr. Clarke served as a Vice President within Technical and Project Engineering, a small business headquartered in Northern Virginia. From 2016 to 2018, Mr. Clarke served as a Deputy PM within PEO STRI before transitioning to the Soldier Center.

Mr. Clarke is a graduate of the United States Army Engineer Officer Basic and Advanced Courses, the Command and General Staff College, the Program Management Course, and the United States Army War College. His awards and decorations include: The Bronze Star Medal, the Defense Meritorious Service Medal, the Army Meritorious Service Medal, the Ranger Tab, and the Army Parachutist Badge.

Mr. Clarke is married to the former Melissa Stallings of Columbus, Georgia they have two sons, Noah and Josh.
